Adopt-a-Drain
Residents are encouraged to "Adopt-a-Drain." Stormwater catch basins are located throughout the neighborhood, which funnel water to the Mississippi River through the city's storm drain system. Residents who pledge to maintain a storm drain will receive a sign indicating such. Signup at www.Adopt-a-Drain.org.

Storm Drain Art Program
In 2021, the City and partners started to place artwork near storm drains. In 2022, artwork will be painted in Hester Park near the intersection of 6th Avenue and 10th Street North. More information and a map of other drain art locations can be found on the City's website.
Stormwater Alternatives
The 2008 and 2009 infrastructure reconstruction projects of our neighborhood introduced some new environmental features. Both pervious concrete and tree planters were established to reduce water runoff.
Pervious Concrete
Pervious concrete reduces the amount of stormwater runoff by allowing water to percolate into the soil through porous voids. The City is responsible for long-term maintenance. However, residents can ensure the pervious concrete functions properly and does not clog by following best management practices:
- Stabilize exposed soil areas to reduce sediment runoff potential which can clog the concrete.
- Do not dump or dispose of any wastes in the alley or on top of the pervious concrete.
- Clean the alley of accumulating sediment, litter and debris before it enters the pervious section.
Tree Planters
Tree planters reduce and treat stormwater runoff. The City takes responsibility for long-term maintenance, but requests assistance from residents in maintaining stormwater infiltration facilities. Homeowners are asked to perform the following routine maintenance activities as necessary and following all rain events:
Tree planters reduce and treat stormwater runoff. The City takes responsibility for long-term maintenance, but requests assistance from residents in maintaining stormwater infiltration facilities. Homeowners are asked to perform the following routine maintenance activities as necessary and following all rain events:
- Remove sediment and debris from the curb cut area.
- Remove trash and debris from the planting bed.
- Keep yard and pet waste off the street and out of the planters.
- Water the trees during drought times.
- Mow grass buffer strip between curb and trees.
The City has created brochures about pervious concrete and tree planters . Contact Noah Czech, Stormwater Compliance Specialist at 320-255-7226 with any questions about the pervious concrete or tree planters.
